　　《提案》指出，新能源客车的推广补贴标准，应以实际节能减排效果来确定，而不能以制造成本来确定。

　　两会期间，全国政协委员、中国农林水利工会主席盛明富提交了《关于促进新能源车财政平等支持的提案》（以下简称《提案》），希望超级电容纯电动客车获得公平的市场环境，真正由市场来决定技术创新的前途。

　　王秉刚提出，对于锂电池新能源汽车补贴过大，根据电池数量和价格来确定补贴标准等补贴思路需要加以改进。补贴不要再具体区分是什么技术，只要是纯电动驱动，能够正常运行，补贴就应该一样，这样就鼓励不同的技术路线去竞争，最后，更加好的技术会留下来，不合理的技术会被淘汰。
